The regular meeting of the Town
of Wilson Town Board was held Wednesday, February 21, 2007 at 7:00
p.m. in the auditorium of the Town Hall.
The following people were
present:

A motion was made by Mr. Clark,
seconded by Mrs. Holloway and unanimously carried, the minutes of
the January 17, 2007 regular meeting, the February 7, 2007 Special
meeting and the February 13, 2007 Special Meeting be approved as
submitted by the Clerk.
A Resolution was offered by Mr.
Jastrzemski, seconded by Mr. Thompson and unanimously adopted, the
following bills be approved as read by the Clerk with the
following exceptions:
A Fund #49 Niagara County Public
Works in the amount of $250.00; B Fund #11 Redig Pacific in the
amount of $1,640.00 and DA Fund #20 Niagara Frontier Equipment in
the amount of $3,000.00.

Mr. Jastrzemski introduced Patty
Letteri, Attorney with the law firm Harris and Beach.
Mr. Jastrzemski called the
public hearing on proposed Local Law No., 1, 2007 providing for
the administration and enforcement of the New York State Uniform
Fire Prevention and Building Code.
Mr. Banks spoke about the Local
Law and explained that it has been brought forth to keep the Town
in compliance with New York State standards and to ensure the
continued safety of all buildings, structures and premises with
the Town of Wilson.
There being no one who wished
to speak, Mr. Jastrzemski closed the public hearing.
Mr. Jastrzemski opened the
public hearing on proposed Local Law #2, 2007, providing for
certain changes to the zoning laws of the Town of Wilson as
related to the definition of farms and commercial stables.
Mr. Jastrzemski read the Local
Law in its entirety.
A Chestnut Road resident spoke
in favor of the Local Law.
An Irish Road resident asked
about notification to new property owners and what fees would be
charged for residents requiring Special Permits.
A member of the Niagara County
Farm Bureau Equine Committee spoke about the possibility of
including emus and goats in zoning regulations sometime in the
future.
All being heard who wished to
be heard, Mr. Jastrzemski closed the public hearing on Local Law
No., 2, 2007.
Mr. Jastrzemski called the
public hearing on Local Law No. 3, 2007.
Mr. Banks and Mr. Jastrzemski
spoke about the Local Law and explained that it is designed to
provide the structure upon which new cemeteries within the Town of
Wilson may be established.
There being no one who wished to
speak, Mr. Jastrzemski closed the public hearing.
Notification was received from
Rosanne Wiktor, President of Sunset Girls, Inc., of her intent to
renew the license for on-premises liquor consumption for Sunset
Grille located at 18 Shore Drive, Wilson NY, aka 3 O’Connell
Island.
A request was received from the
Town Clerk for authorization for she and her Deputy to attend the
New York State Town Clerks Conference in Rochester April 29 thru
May 2, 2007 at a cost of $571.00 plus $60 registration each.
No one wished to speak during
public participation.
The Building Inspector reported
building permits with an estimated value of $32,000 were issued
during January.
The Supervisor complimented the
Highway Superintendent on the fine work his department did during
the recent extended snow storm.
Mr. Jastrzemski spoke about an
upcoming meeting he will attend with the IDA, Senator Maziarz and
Assemblywoman DelMonte to discuss various ways to keep Pfeiffer’s
Foods a viable part of our community.
The Supervisor spoke about his
meeting with Bill Hilts to discuss the distribution of Hooker
settlement money. Mr. Jastrzemski would like to see some of the
money earmarked for repairs to the Riverview Drive boat launch
and keeping the mouth of 12 Mile Creek open.
Mr. Jastrzemski stated that he
and the IDA are working with Louise Slaughter’s office in an
effort to gain financial help to complete the resurfacing of
Beebe Road.
The Supervisor complimented Mr.
Thompson on the good work he did assisting a Beebe Road resident
whose water pipes froze during the recent cold spell.
A motion was made by Mrs.
Holloway, seconded by Mr. Thompson and unanimously carried, a
public hearing on a proposed Local Law providing the structure
upon which the Town of Wilson may shift the cost of certain
engineering and attorney fees to developers of real property be
set for Wednesday, March 21, 2007 at 7:00 p.m.
A motion was made by Mrs.
Holloway, seconded by Mr. Thompson and unanimously carried, a
public hearing on a proposed Local Law making various changes to
Section 25 of the Town Code regarding personnel policies be set
for March 21, 2007 at 7:00 p.m.
A motion was made by Mr.
Jastrzemski, seconded by Mr. Clark and unanimously carried, the
Town Clerk and Deputy Town Clark be authorized to attend the New
York State Town Clerks Association Conference in Rochester April
29 thru May 2, 2007 as requested.
A Resolution was offered by Mr.
Clark, seconded by Mrs. Holloway and unanimously adopted, placing
a moratorium on the construction of new ponds until May 31, 2007.
A Resolution was offered by Mr.
Jastrzemski and seconded by Mr. Clark, the proposed Local Law
providing for the administration and enforcement of the New York
State Uniform Fire Prevention and Building Code be adopted as
Local Law No. 1, 2007. Roll call vote responded as follows:
