The regular meeting of the Town
of Wilson Town Board was held Wednesday, March 21, 2007 in the
auditorium of the Town Hall.
The following people were
present:
Councilmen

Thomas Thompson
James Muscoreil

Kerwin
Bldg. Inspector Lawrence Banks
Attorney
Pietra Lettiri
Absent: Supervisor Joseph
Jastrzemski and Councilman Brad Clark
Mr. Muscoreil chaired the
meeting in Mr. Jastrzemski’s absence.
A motion was made by Mr.
Thompson, seconded by Mrs. Holloway and unanimously carried, the
minutes of the February 21, 2007 regular meeting and the March 7,
2007 special meeting be approved as submitted by the Clerk.
A request was received from the
Supervisor for authorization to transfer $4,109.80 from Sunset
Island Sewer Maintenance Account to SS8110.4 to cover part of the
cost of the flow meter.
No action was taken for lack of
a motion.
A Resolution was offered by Mr.
Thompson, seconded by Mrs. Holloway and unanimously adopted, the
following bills be approved as read by the Clerk with the
exception of Sunset Island Sewer claim #3 to the Village of Wilson
in the amount of $8,109.80:

At this time, Mr. Muscoreil
called the public hearing on the proposed Local Law providing the
structure upon which the Town of Wilson may shift the costs of
engineering and attorneys fees to developers of real property.
The Clerk read the legislative
section of the proposed law and Mr. Banks spoke briefly about it.
There being no one who wished to
be heard, Mr. Muscoreil closed the public hearing.
Mr. Muscoreil called the public
hearing on the proposed local law making various changes to
Section 25 of the Town Code regarding personnel policies.
The Clerk read the summary of
the proposed local law.
There being no one who wished to
speak, Mr. Muscoreil closed the public hearing.
A request was received from
Raymond Forsyth, Wilson Lions Club President, for authorization to
add the Lions Club’s yearly support letter to the Town’s April
newsletter.
A Sunset Island resident spoke
about the fire hydrants on Sunset Island and Mr. Kerwin said that
the hydrants have been tested and are working. This resident also
asked about the donations that were sent in to help with the cost
of the fireworks related to the pier project and Mr. Muscoreil
stated that no records pertaining to these donations have been
found.
A resident asked about the
Autumn Farms Hotel and Residences Project being proposed for the
Lake Road area west of Beebe Road. Mr. Muscoreil explained that
only preliminary plans were presented to the Town Board, and that
the Board gave approval for the concept of the plan, subject to
Weingart Development meeting the requirements of our zoning.
All being heard who wished to be
heard, Mr. Muscoreil closed public participation.
Mr. Banks reported 1 building
permit was issued in February with an estimated value of $20,000.
A Resolution was offered by Mrs.
Holloway and seconded by Mr. Thompson, the proposed Local Law
providing for certain engineering and attorneys costs to be paid
by developers, be adopted as Local Law No. 4, 2007. Roll call
vote responded as follows:

ADOPTED
A Resolution was offered by Mrs.
Holloway and seconded by Mr. Thompson, the proposed Local Law
making various changes to Section 25 of the Town Code regarding
personnel policies, be adopted as Local Law No., 5, 2007. Roll
call vote responded as follows: Mrs. Holloway, yes Mr.
Muscoreil, yes Mr. Thompson, yes
ADOPTED
A motion was made by Mrs.
Holloway, seconded by Mr. Thompson and unanimously carried, the
Wilson Lions Club be authorized to add their yearly support letter
to the Town’s April newsletter.
The next workshop meeting will
be Wednesday, April 4, 2007 and the next regular meeting will be
Wednesday, April 18, 2007.
A motion was made by Mr.
Thompson, seconded by Mrs. Holloway and unanimously carried, the
meeting be adjourned at 7:25 p.m.
