A Special Meeting of the Town of Wilson Town Board was held Wednesday, March 14, 2007 at 3:30 p.m. in the Conference Room of the Town Hall. 

The following people were present:

Supervisor                    Joseph A. Jastrzemski

Councilmen                  Thomas Thompson

                                    Melinda Major Holloway

                                    James Muscoreil

Building Inspector         Lawrence Banks

Assessor                      Dominic Penale

Absent: Councilman Brad Clark

 Also present:  Ned Weingart, Weingart Development Company, Cleveland Heights, Ohio; Daniel Sievert, Manager, Niagara Orchards and Walter E. Moxham, Attorney.

 The purpose of the meeting was to discuss a proposal to develop about  450 acres of land on Route 18 and North Beebe Road in the northeast corner of the Town into a destination active adult community.  The development would be named “Autumn Farms Lodge and Residences”. 

Mr. Weingart explained that the proposed $240 million project,  would include a hotel, golf course, guest houses and 800 condominium units.  Mr. Weingart further explained that this would be a self-contained project and would not require a lot of services.  

 Mr. Penale estimated that the project would realize about $8.8 million in school, county and town taxes.

 Mr. Weingart thought that his company  might apply for funding assistance under Tax Incentive Financing (TIF) to be used for infrastructure work. 

There was some concern about the hotel being built on the north side of Lake Road and Mr. Weingart stated that he would be willing to look at trying to locate the hotel on the south side of the road if there is controversy. 

Mr. Weingart asked for the Town’s approval of the project in concept, subject to meeting all the requirements of the Town Board and Section 127 of Town Code. 

Following discussion,  a motion was made by Mr. Jastrzemski and seconded by Mr. Muscoreil, this Board approve the concept of  the proposal, subject to meeting all the requirements of the Town Board and Section 127 of Town Code and  with the understanding that Mr. Weingart explore relocating  the hotel to the south side of  Lake Road if it would eliminate controversy.  

Roll call vote responded as follows:  Mr. Jastrzemski, yes    Mr. Thompson, yes   Mr. Muscoreil, yes    Mrs. Holloway, no                                     Carried 

A motion was made by Mr. Muscoreil, seconded by Mr. Thompson and unanimously carried, the meeting be adjourned at 4:10 p.m.
