The regular meeting of the Town of Wilson Town Board was held
Wednesday, April 18, 2007 at 7:00 p.m. in the auditorium of the
Town Hall.
The following people were present:
Supervisor Joseph A. Jastrzemski
Councilmen Brad Clark
Melinda Major Holloway
James Muscoreil
Thomas Thompson
Hwy. Superintendent Daniel Kerwin
Bldg. Inspector Lawrence Banks
Attorney Pietra Lettiri
A motion was made by Mrs. Holloway, seconded by Mr. Muscoreil and
unanimously carried, the minutes of the March 21, 2007 regular
meeting and the April 4, 2007 workshop meeting be approved as
submitted by the Clerk.
A motion was made by Mr. Muscoreil, seconded by Brad Clark and
unanimously carried, the following bills be approved as read by
the Clerk:

An invitation was received from Gary S. Pettit, Commander, The
American Legion Martin F. Jennings Post 836 to participate in the
annual Legion parade and dedication of the new “Greenwood
Veterans’ Memorial Park” on Park Street May 28, 2007.
A request was received from Dog Control Officer Martha Gross for
authorization to attend the County Animal Response Team Conference
in Batavia May 16, 2007. There is no fee for the conference.
A request was received from the Wilson Historical Society for
authorization to use the Town Hall parking lot for the annual fair
on Monday, May 28, 2007 and also for the use of the Town
Constable.
A request was received from Martha Gross, Dog Control Officer, for
authorization to attend a dog control seminar April 30 and May 1,
2007 in Webster. The registration fee would be $25.00 and she
would not stay overnight.
A request was received from Diane Muscoreil, Deputy Town Clerk,
for authorization to attend the Cornell Municipal Clerks Institute
July 22 thru 26, 2007 at a cost of $725.00 plus mileage. Mrs.
Muscoreil applied for and received a scholarship grant in the
amount of $300.00 towards expenses.
A request was received from Daniel Kerwin, Highway Superintendent,
for authorization to attend the annual school for Highway
Superintendents in Ithaca June 4 thru 6, 2007 at a cost of $500.00
plus mileage.
At this time, Mr. Jastrzemski opened public participation.
A Sunset Island resident spoke about the flow meter to the sewer
plant and also the proposed Sunset Island garbage platform.
A Randall Road resident spoke about the blighted areas in our Town
and asked that something be done about them.
A Sunset Island resident asked that CATCO be officially notified
of the problems we are experiencing with excess water from Sunset
Island entering the sewer plant before the warranty period
expires.
A Roosevelt Beach property owner asked that he be given in written
form the proper procedure for filing zoning complaints with the
Town.
All being heard who wished to be heard, Mr. Jastrzemski closed
public participation.
Mr. Banks reported 6 building permits were issued in March with an
estimated value of $156,000.00.
Mr. Muscoreil reported on the formation of the Wilson Business and
Professional Association and his meeting with John Percy of
Niagara USA. Mr. Percy would like to meet with the Town Board to
discuss various ways Niagara USA could help the Town with Tourism
promotion. Mr. Muscoreil also reported on the Wilson Lions Club’s
Antique Appraisal Night and the club’s efforts to bring people
into town by advertising locally and in Buffalo.
Mrs. Holloway reported that she has a Cemetery Advisory Committee
meeting planned for April 24, 2007 at 3:00 p.m. to discuss
drainage, low spots and other cemetery issues.
Mr. Jastrzemski commended Mr. Muscoreil on the work he has done to
organize the business community. He also reported on the meeting
he and Mr. Clark attended with the DEC in an effort to obtain
grant money to improve the Town’s boat launch.
A motion was made by Mr. Muscoreil, seconded by Mrs. Holloway and
unanimously carried, Mrs. Gross be authorized to attend a dog
control seminar April 30 and May 1, 2007 in Webster as requested.
A motion was made by Mr. Clark, seconded by Mr. Muscoreil and
unanimously carried, Mrs. Gross be authorized to attend a dog
control seminar in Batavia as requested.
A Resolution was offered by Mr. Jastrzemski, seconded by Mr.
Muscoreil and unanimously adopted, extending the moratorium on
ponds to June 30, 2007.
A motion was made by Mr. Jastrzemski, seconded by Mrs. Holloway
and unanimously carried, authorizing the Wilson Historical Society
to use the Town Hall parking lot and the Town Constable on May 28,
2007 for Fair Day.
Mrs. Jastrzemski commended Mrs. Muscoreil on receiving a grant to
help defray the cost of the Cornell Municipal Clerks’ Institute
July 22 thru 26, 2007 and made a motion she be allowed to attend
as requested. The motion was seconded by Mr. Thompson and
unanimously carried.
A Resolution was offered by Mrs. Holloway, seconded by Mr.
Muscoreil and unanimously adopted, declaring May 8, 2007 as
“Frances L. Reed Day” in Wilson in observance of her 100th
Birthday. Mr. Jastrzemski read a Proclamation declared in her
honor. Copy attached to these minutes.
A motion was made by Mr. Jastrzemski, seconded by Mr. Muscoreil
and unanimously carried, Mr. Kerwin be authorized to attend
Highway Superintendents’ School June 4 thru 6, 2007 in Ithaca as
requested.
At this time, Mr. Jastrzemski read a Proclamation declaring April
29 thru May 5, 2007 Municipal Clerks’ Week and extending the
Board’s appreciation to Wilson Town Clerk Wanda E. Burrows and to
all Municipal Clerks for the vital services they perform and their
exemplary dedication to the communities they represent. Copy

The next workshop meeting will be Wednesday, May 2, 2007.
The next regular meeting will be Wednesday, May 16, 2007.
A motion was made by Mr. Thompson, seconded by Mrs. Holloway and
unanimously carried, the meeting be adjourned at 7:45 p.m.
