The regular Town of Wilson Town
Board meeting was held Wednesday, May 16, 2007 at 7:00 p.m. in the
auditorium of the Town Hall.
The following people were
present:

The Clerk read the bills to be
paid.
A Fund Claim #160 to Building
Control Services in the amount $1,950.00 will be held until Mr.
Clark meets with that company’s representatives to determine
contract compliance.
Mr. Clark felt that SW Claim #69
to Harris Computer System in the amount $2,580.00 for technical
support was a bit excessive compared to other annual support fees
the town is paying.
The attorney was asked to look
at B Fund Claim #349 to Metzger Civil Engineering in the amount of
$2,192.80 to consider what amounts could be charged back to the
applicants.
A motion was made by Mr.
Jastrzemski, seconded by Mr. Muscoreil and unanimously carried,
the following bills be approved as read:

A request was received from
Marge Clark, Wilson Community Enhancement Charity, for a donation
to this year’s 5K Salmon Run.
A Request was received from the
Wilson Recreation Committee for authorization for Tim Carroll and
Andrew Harrington, to attend a Recreation Coach Workshop in
Lancaster June 9, 2007 from 10:00 a.m. – 4:30 p.m. at a cost of
$10.00 per person.
A request was received from Tax
Collector Julia E. Godfrey for authorization to attend a Tax
Collectors’ training seminar in Syracuse June 10 thru 13, 2007 at
a cost of $585.00 plus mileage.
A request was received from Mr.
Banks for authorization to attend a seminar on the National Flood
Insurance Program at the Town of Wheatfield May 24, 2007.
A request was received from the
Town Clerk for authorization for Julia Godfrey, Deputy Town Clerk,
to attend a DECALS training program in Lockport June 7, 2007.
Correspondence was received from
Jill Rohring complimenting Martha Gross on the fine work she is
doing as Dog Control Officer.
A request was received from
David Erway, Sr. and Peter Wagner, co-owners of Rainbow Mobile
Park for rezoning of Rainbow Park from RR200 to UR100.
A request was received from
Donna Brucker, representing Dorwood Park, for rezoning of Dorwood
Park from RR200 to UR100.
During public participation, a
Sunset Island resident asked about the large amount of water
entering the Sunset Island Sewer and Mr. Kerwin stated that he is
aware of the problem and it is being monitored to get a better
idea of exactly what is happening there.
Mr. Banks reported 18 building
permits were issued in March with an estimated value of
$231,500.00.
Mr. Clark reported the fish pen
rearing project went very well this spring. 5,000 steelheads were
placed in the pens and because of their fast growth, they were
released in four weeks instead of five and not one was lost.
Rainbow and Brown Trout are expected to arrive next week.
Mr. Jastrzemski reported on a
fisheries meeting he attended. Funding has been received to
conduct a study along the shoreline from Youngstown to the Town
of Somerset to determine the feasibility of operating a fish
hatchery in the area.
A Resolution was offered by Mr.
Thompson, seconded by Mr. Muscoreil and unanimously carried, a
Public Hearing on Local Law No. 6, 2007 be set for June 20, 2007
at 7:00 p.m. Mr. Banks explained that this Local Law will correct
an error in numbering and an error in directional language.
A Resolution was offered by Mr.
Jastrzemski, seconded by Mr. Muscoreil and unanimously adopted,
authorizing a $100.00 donation to this year’s 5K race sponsored by
Wilson Community Enhancement Charity.
A Resolution was offered by Mr.
Jastrzemski, seconded by Mr. Clark and unanimously adopted, Tim
Carroll and Andrew Harrington be authorized to attend a Tennis
Workshop in Lancaster June 9, 2007 as requested. Mr. Jastrzemski
complimented the Wilson Central School Tennis Team for finishing
the season undefeated.
A Resolution was offered by Mr.
Muscoreil, seconded by Mr. Clark and unanimously adopted, Julie
Godfrey be authorized to attend the NYS Association of Tax
Collectors’ Training Seminar June 10 – 13, 2007 as requested.
A Resolution was offered by Mr.
Thompson, seconded by Mr. Muscoreil and unanimously adopted,
Lawrence Banks be authorized to attend a seminar on flood
insurance May 24, 2007 as requested.
A Resolution was offered by Mr.
Jastrzemski, seconded by Mr. Clark and unanimously adopted,
authorizing Julie Godfrey to attend a seminar on conservation
license sales June 7, 2007 as requested by the Town Clerk.
A motion was made by Mr. Clark,
seconded by Mr. Muscoreil and unanimously carried, the request of
Dorwood Park for rezoning from RR200 to UR100 be sent to the
Planning Board for recommendation.
A motion was made by Mr. Clark,
seconded by Mr. Thompson and unanimously carried, the application
of Rainbow Mobile Home Park for rezoning from RR200 to UR100 be
sent to the Planning Board for recommendation.
Mr. Banks explained that these
two mobile home parks, which are in RR200 districts, were in
existence when our present zoning was adopted. Because mobile
home parks are a permitted use in UR100 districts only, a zoning
change would need to be made to allow for expansion.
A Resolution was offered by Mr.
Jastrzemski, seconded by Mr. Muscoreil and unanimously adopted,
the Town’s medical insurance be changed from Community Blue to
Independent Health Encompass C and Encompass C Medicare.
The next workshop meeting will
be Wednesday, June 6, 2007 and the next regular meeting will be
Wednesday, June 20, 2007.
A motion was made by Mr. Clark,
seconded by Mr. Thompson and unanimously carried, the meeting be
adjourned at 7:45 p.m
