The regular meeting of the Town
of Wilson Town Board was held Wednesday, August 15, 2007 at 7:00
p.m. in the auditorium of the Town Hall.
The following people were
present:

A motion was made by Mr. Clark,
seconded by Mr. Thompson and unanimously carried, the minutes of
the July 18, 2007 and the August 1, 2007 meeting be approved as
submitted by the Clerk.
A Resolution was offered by Mr.
Muscoreil, seconded by Mr. Thompson and unanimously approved
authorizing the transfer of $8,109.80 from Sunset Island
Maintenance Savings Account to SS81110.4 Sunset Island Sewer CE to
cover the cost of the Flow Meter and installation.
A Resolution was offered by Mr.
Clark, seconded by Mr. Muscoreil and unanimously adopted,
authorizing the transfer of $1,000.00 from B Fund Savings to
B1990.4 Contingency Account to make up the amount of $10,000.00 to
transfer to the Library Line (B7410.4). This will cover the
additional obligation to the library.
A Resolution was offered by Mr.
Clark, seconded by Mr. Muscoreil and unanimously adopted, the

Notification was received of the
intent of Elmer A. Koss, Joyce A. Koss and Debra Lucille Roeser,
Partners in Martin’s Restaurant, to renew their liquor license
beginning October 1, 2007.
Notification was received from
Ed Hastings of his intent to renew his liquor license for Ed’s
County Store at 3243 Lake Road.
A thank you was received from
Deputy Town Clerk Diane Muscoreil for allowing her the opportunity
to attend the Cornell Municipal Clerks’ Institute July 22 thru 26,
2007.
A thank you was received from
Ella Lester, Country Rds. Caring Neighbors, Inc., for the
contribution in association with the 2007 Motorcycle Cruise
Night.
A request was received from
Lawrence Banks, Building Inspector, that the Board declare the
properties at 2973 Beebe and 3316 Beebe to be a public nuisance
and directing that they shall be repaired and secured or
demolished and remove as per Section 54-8 of Town Code.
Notification was received from
Lawrence Banks, Building Inspector, that the properties at 2566
Hulbert Rd., 2345 Harwood Ave., 2314 Wilson Ave. and 2338
Cleveland Ave. meet the conditions listed in Section 54-4, Unsafe
Buildings, and requested the Board authorizes him to prepare
notice to the owners under Chapter 55-5 to repair or remove the
offending structures.
Mr. Jastrzemski opened public
participation.
A Harbor Street resident
complimented the Board on this year’s excellent Summer Recreation
Program and the fine work done by the Program Director and her
assistants. He also asked about the time line for completing the
Shore Drive roadwork and also discussed the possibility of using
the funds from the future sale of lots at Greenwood Cemetery to
establish a perpetual fund for cemetery upkeep.
A Sunset Island resident spoke
about the $13,000 paid to the Village for Sunset Island’s share of
sewer maintenance and also the cost of the flow meter. She also
spoke about the proposed fence for the Sunset Island dumpsters.
A Randall Road resident spoke
about unkempt properties.
A Fitch Road resident requested
that the Town look into speeding traffic on Fitch Road.
A Fitch Road resident spoke
about the proposed primate sanctuary on Wilson Youngstown Road.
All being heard who wished to
be heard, Mr. Jastrzemski closed public participation.
Mr. Banks reported 17 building
permits were issued in July with an estimated value of $290,000.
Mr. Andrews reported that he has
been working with Mr. Banks on unsafe buildings. He further
reported that the six fulltime workers in the Highway Department
are now unionized.
Mr. Clark reported that he could
not be more pleased with this year’s Summer Recreation Program.
The number of participants increased this year and the Recreation
Director plans to give a full report to the Board soon.
Mr. Muscoreil told the Board
that the 5th meeting of the Wilson Business Association
was well attended and invited all interested people to attend the
meetings.
Mr. Jastrzemski received
notification from the Office of Real Property that the
equalization rate for the Town of Wilson is at 93%.
A motion was made by Mr.
Jastrzemski, seconded by Mr. Clark and unanimously carried, the
Highway Superintendent be authorized to construct a fence around
the Sunset Island dumpsters at a cost of about $1000.
A Resolution was offered by Mr.
Muscoreil, seconded by Mr. Thompson and unanimously adopted,
authorizing the Supervisor, under Section 54-8 of Town Code, to
make an application at a term of the Supreme Court for an order
determining the buildings at 2973 Beebe Road and 3316 Beebe Road
to be a public nuisance and directing that they shall be repaired
and secured or demolished and removed.
A Resolution was offered by Mr.
Clark, seconded by Mr. Thompson and unanimously adopted, granting
the Building Inspector, under Section 55-5 of Town Code,
authorization to prepare notices to owners of property at 2566
Hulbert Rd., 2345 Harwood Ave., 2314 Wilson Ave. and 2338
Cleveland Ave. to repair or remove the offending structures.
Mr. Jastrzemski reported on the
informational meeting held with Waste Energy Solutions to discuss
anaerobic waste management.
The next Workshop Meeting will
be Wednesday, September 5, 2007 and the next Regular Meeting will
be Wednesday, September 19, 2007.
A motion was made by Mr.
Muscoreil, seconded by Ms. Major and unanimously carried, the
meeting be adjourned at 7:50 p.m.
