A moment of silence was observed
in remembrance of the victims of the terrorist attacks on the
World Trade Center and the Pentagon and the heroic people on the
plane that crashed in the field in Pennsylvania.
A motion was made by Mr. Luff,
seconded by Mr. Clark and unanimously approved, the minutes of
the August 20, 2001 Town Board Meeting and the September 10,
2001 Workshop Meeting be approved as submitted by the Clerk.
A Resolution was offered by Mr.
Dean, seconded by Mr. Clark and unanimously adopted, $10,230.35
be transferred from B889.1 Reserve for Landfill to B8161.4

A request was received from the
Ransomville Free Library for an increase in funding in next
year’s budget for services provided to Town of Wilson
residents.
A check in the amount of $565.00
for the summer recreation program was received from local
businesses. The money was a result of this year’s
very
successful
Motorcycle Cruise Night. Mr. Clark spoke about the
Board’s plans to expand the summer recreation program into the
middle school and
expressed
his appreciation for this additional funding. The Clerk
will send a letter of thanks for this very generous donation.
No one wished to speak during
public participation.
The Assessor stated that
because property sales are coming in somewhat higher
than their assessed values
in
some areas of the Town, he will be reassessing
some properties next year.
Mr. Banks reported 22 building
permits were issued during August at an estimated value of
$1,140,700.
Mr. Moxham reported on the zoning
violations he is pursuing in court.
A Resolution was offered by Mr.
Dean, seconded by Mrs. Simmons and unanimously adopted, Milton
Bradshaw be appointed
Town of Wilson Assessor for a six year term,
beginning October 1, 2001 and expiring
September 30, 2007.
A Resolution was offered by Mr. Clark, seconded by Mrs. Simmons
and unanimously adopted establishing insurance requirements for
those businesses contracting with the Town.

A Resolution was offered by Mr. Dean,

and unanimously adopted
declaring
a negative impact
on the waterline construction
under 6NYCRR Part 617, SEQR law following an uncoordinated
review.
A Resolution was offered by Mr. Luff, seconded by
Mr. Clark and unanimously adopted requiring two signatures on
checks issued for the pier renovation capital project and the
Supervisor and Confidential Secretary to the Supervisor be
authorized to sign the checks.
A Resolution was offered by Mrs. Simmons, seconded by Mr. Clark
and
unanimously
adopted authorizing two hours
pay at $8.34 per hour
for those election inspectors
who worked on the suspended primary election.
Mr. Dean announced that he and Mr. Clark will be meeting with
representatives of the Niagara County Health Department, the
D.E.C. and the Brownfield’s
Committee to discuss possible ways
to turn the Wilson Cambria Landfill into a nature park.
Mr. Dean also spoke about information he received from the
Wilson Free Library showing 315
library patrons
to
be Town of Porter residents.
Budget Workshop Meetings
will be held Friday, October 12, 2001 at 1:00 p.m.
and Friday, October 19, 2001 at 1:00 p.m.
There will be no October Workshop Meeting.
The next regular
Town Board Meeting will be Monday, October 15, 2001.
A motion was made by Mr. Dean, seconded by Mr. Luff and
unanimously carried, the meeting be adjourned at 8:10 p.m.

INSURANCE REQUIREMENTS
as adopted by the Wilson Town
Board
September 17, 2001
Insurance Requirements:
1. The contractor
must purchase and maintain insurance that will protect him
from claims, which may arise out of the work they will perform
for the Town of Wilson. This coverage is also to include
coverage for the contractor and his or her employees, and
also, any subcontractor employed directly or indirectly by the
Town of Wilson.
Insurance coverage must
include:
A.
Workers Compensation – This coverage must be maintained, at
the contractor’ expense, in accordance with the provisions of
the laws of New York State. This coverage shall include
provisions for occupational diseases and Employer's Liability.
The coverage must be maintained for all workers, both of
the contractor and any subcontractor, for the duration of the
contract with the Town.
B. The
contractor shall maintain, during the duration of the contract
with the Town, Liability Insurance as specified herein. The
contractor shall provide General Liability Insurance that
includes protection from personal injury claims, including
death, personal injury and property damage arising out of any
operations under contract by said contractor, or any
subcontractor. The limit of liability shall not be less
than $1,000,000 for all claims arising out of bodily injury,
death or property damages. The aggregate coverage should not
be less than $2,000,000.
C. The
hired contractor must provide a certificate of insurance that
show the Town of Wilson the stated limits. The insurance
company must be at least an “A” rated Carrier by A. M. Best.
The Town of Wilson must also be named as an additional
insured.
