The regular meeting of the
Wilson Town Board was held, Tuesday, January 21, 2003 at 7:30 p.m.
in the auditorium of the Town Hall.
The following people were
present:

Andrews was also present.
A motion was made by Mr. Luff,
seconded by Mr. Clark and unanimously carried, the minutes of the
December 16 2002 regular meeting; the December 30, 2002 special
meeting; the January 2, 2003 special meeting; and the January 6,
2003 workshop meeting be approved as submitted by the Clerk.
A Resolution was offered by Mr.
Luff, seconded by Mr. Muck and unanimously adopted authorizing
the transfer of $2,500.00 from A3120.1, constable, to A1110.2,
justices.
A motion was made by Mr. Clark,
seconded by Mr. Luff and unanimously carried, the following bills
be paid as audited by the Town Board:

A thank you was received from
Anita Pearce, Thomas Marks Elementary School Nurse, for the Town’s
support of the school’s Caring & Sharing Program
A request was received from the
Assessor for authorization to attend training classes February 20
and 21, 2003 in Cheektowaga at a cost of $295.00 to be reimbursed
to the Town.
A request was received from
Candy Brown, Kill Buck, for support of NYS Assembly Bill #A.2580,
AKA “Penny’s Law”. This bill would enable a juvenile convicted of
second degree murder as an adult to also be sentenced as an
adult.

All being heard who wished to be
heard, Mr. Dean closed public participation.
Niagara County Legislator Kyle
Andrews announced that the county will complete phase 2 of the
repairs to Ide Road this summer and also resurface Beebe Road.
The next Planning Board meeting
will be Monday, February 10, 2003.
Three building permits were
issued in December, 2002 with an estimated value of $160,000.
Mr. Kerwin announced that the
grader and new loader for the Public Works Department have been
delivered.
Mr. Moxham reported that he is
in the process of setting up meetings with Wendel Engineers to
determine a tentative schedule for the Sunset Island Sewer
Project.
A Resolution was offered by Mr.
Muck, seconded by Mrs. Simmons and unanimously adopted
supporting NYS Assembly Bill #A.2580, also known as “Penny’s
Law”.
The proposed new billing rates
for the Town of Wilson Water District were read in their entirety
by the Clerk.
A Resolution was offered by Mr.
Muck, seconded by Mrs. Simmons and unanimously adopted, approving
the new water rates as read by the Clerk. Copy attached to these
minutes.
A Resolution was offered by Mr.
Muck, seconded by Mr. Luff and unanimously adopted, increasing the
fee for returned checks to $20.00, as allowed under General
Obligation Law section 5-328.
The Danielewicz dumpster
situation was tabled for discussion at the Workshop Meeting.
A motion was made by Mr. Luff,
seconded by Mrs. Simmons and unanimously carried, the Assessor be
authorized to attend training classes February 20 and 23, 2003 as
requested.
At this time, Mr. Dean honored
Carl Sabey, Sr. for his 18 years of dedicated service to the
residents of the Town of Wilson as Town Constable. Mr. Dean
presented Mr. Sabey with a Certificate of Appreciation and a
lovely plaque in recognition of his dedication to the Town.
Judges Berger and Botzer
presented a beautiful plaque to Mr. Sabey and spoke of his
dedication to the courts as a Constable and Court Officer.
The next workshop meeting will
be Monday, February 3, 2003 at 4:30 p.m.
The next regular meeting will be
changed to Monday, February 10, 2003.
A motion was made by Mr. Clark,
seconded by Mr. Muck and unanimously carried, the meeting be
adjourned at 8:30 p.m.
