The regular meeting of the
Wilson Town Board was held Monday, June 16, 2003 at 7:30 p.m. in
the auditorium of the Town Hall.
The following people were

A motion was made by Mr. Luff,
seconded by Mrs. Simmons and unanimously carried, the minutes of
the May 19, 2003 Regular Meeting and the June 2, 2003 Special
Meeting be approved as submitted by the Clerk.
A motion was made by Mr. Muck,
seconded by Mr. Clark and unanimously carried, the following bills
be approved as audited by the Board:

A request was received from the
Highway Superintendent for authorization to trade-in the 2003 John
Deere Loader Model 544H for a 2004 John Deere Loader Model 544H at
no cost to the Town.
A quote in the amount of $6,500
was received from Niagara Monument Works for repairs to stones and
monuments in Greenwood Cemetery. Repairs would include the Wilson
lot in the first area worked on and stones and monuments in the
section in front of the completed area.
A request was received from
James Muscoreil, President, Wilson Lion's Club, for a donation
to help defray the cost of sponsoring a puppy to be trained as a
seeing eye dog.
A request was received from the
Building Inspector for authorization to attend a building safety
seminar in Buffalo August 20, 2003 at a cost of $122.00.
Correspondence was received from
the Town Clerk requesting the Town Board consider the following
race benefactors and amounts from this year's 5K race:
Wilson Youth Baseball for
repairs to the baseball diamonds - $1,000
Wilson Lions Club for
sponsoring a puppy to be trained as a seeing eye dog - $2,500
Wilson Fire Company, No. 1
towards the purchase of a heart monitoring defibrillator - $2500
A request was received from the
Tax Collector for authorization to attend a Tax Collectors'
Conference September 7 thru 10, 2003 at a cost of $375.00 in
Newport, Rhode Island.
A thank you was received from
Rev. Ronald Haefer on behalf of Pam Rohring, her family, church,
friends and volunteers for support of the recent fundraiser on
Pam's behalf.
Lynne Seefeldt, 3073 Maple
Avenue, spoke during public participation.
The next Planning Board meeting
will be Monday, July 14, 2003.
The Building Inspector issued 19
building permits during the month of May at an estimated value of
$456,000.
Mr. Kerwin reported that the
water line extensions on Wilson Burt Road should be completed this
week and the Burch Road extensions should begin next week.
Mr. Moxham reported on his June
14th meeting with Sunset Island residents to sign
easements. The agreement between the Town and the Village for the
Sunset Island Sewer has been forwarded to Village Attorney Gerald
Sacca for approval. Mr. Moxham stated that Niagara County
Planning may ask the Town to amend our recycling law to better
comply with rules and regulations.
A motion was made by Mrs.
Simmons, seconded by Mr. Luff and unanimously carried, the Tax
Collector be authorized to attend a Tax Collectors' Conference
September 7 - 10, 2003 in Newport, Rhode Island as requested.
A motion was made by Mrs.
Simmons, seconded by Mr. Muck and unanimously carried, this year's
5K race revenues be distributed as follows:

A motion was made by Mr. Muck,
seconded by Mrs. Simmons and unanimously carried, the summer
recreation injury report and disciplinary action form be approved
as submitted by the committee. Copy attached to these minutes.
A motion was made by Mr. Luff,
seconded by Mr. Clark and unanimously carried, authorizing Niagara
Monument to do repairs to the stones at Greenwood Cemetery as per
their proposal in the amount of $6,500.
A motion was made by Mr. Clark,
seconded by Mrs. Simmons and unanimously carried, the Building
Inspector be authorized to attend a building safety conference in
Buffalo August 20, 2003 as requested.
A Resolution was offered by Mr.
Muck, seconded by Mr. Luff and unanimously adopted a public
hearing on the Sunset Island Sewer Ordinance be set for Monday,
June 30, 2003 at 7:30 p.m.
A Resolution was offered by Mr.
Clark, seconded by Mr. Dean and unanimously adopted Kimberli
Schultz be appointed Recreation Leader p/t at a rate of $6.00 per
hour paid bi-weekly.
A motion was made by Mr. Muck,
seconded by Mrs. Simmons and unanimously carried, the town join
the Niagara County Refuse District's Household Hazardous Waste
Drop Off Program at a cost of $2,244.00.
A motion was made by Mr. Muck,
seconded by Mrs. Simmons and unanimously carried, the Highway
Superintendent be authorized to trade the 2003 John Deere Loader
for a 2004 John Deere Loader at no cost to the Town.
Mr. Dean reported on the damage
and theft of the "Welcome to Wilson" sign on Wilson Burt Road.
A Resolution was offered by Mr.
Dean, seconded by Mr. Luff and unanimously adopted, the drainage
work at Roosevelt Beach be completed by July 1, 2004.
Mr. Muck spoke about the
improvements to the drainage at the north side of Roosevelt Beach
since the ditching project was completed. There was a discussion
of the need to have rules and regulations for people connecting
into the system.
The Town Clerk read the proposed
Local Law amending the Zoning Schedule of the Town of Wilson in
its entirety.
A Resolution was offered by Mr.
Muck and seconded by Mrs. Simmons the proposed Local Law Amending
the Zoning Schedule of the Town of Wilson by changing the minimum
lot size in the Urban Residential 100 district from 30,000 square
feet to 10,000 square feet and Amending the Zoning Map of the Town
of Wilson by changing from Semi-Rural Residential 100 District to
Urban Residential 100 District as read by the Town Clerk be
adopted as Local Law No. 1, 2003. Roll call vote responded as
follows:
