The regular meeting of the Town
of Wilson Town Board was held Monday, March 15, 2004 at 7:30 p.m.
in the auditorium of the Town Hall.
The following people were
present:

A motion was made by Mr. Clark,
seconded by Mr. Luff and unanimously carried, the minutes of the
February 17, 2004 regular meeting and the March 11, 2004 Workshop
Meeting be approved as submitted by the Clerk.
There was a discussion about
Sunset Island Sewer Fund claim #9 submitted by the Village of
Wilson for legal services provided by the Village Attorney. Mr.
Moxham explained that the Town’s contract with the Village
requires all Sunset Island sewer related charges incurred by the
Village to be charged back to the Town.
Mr. Clark explained that he had
questions about A Fund claim #92 submitted by the Supervisor for
mileage, but had spoken with the Supervisor and the matter was
settled to his satisfaction.
A motion was made by Mr. Luff,
seconded by Mr. Hastings and unanimously carried, the following
bills be approved as audited by the Board:

A thank you was received from
the family of Andrea LaRock for the expression of sympathy
extended to them.
A request was received from the
Building Inspector and Councilman Muck for authorization to attend
the 2004 WNY Contractors Meeting at Alexander NY April 25, 2004 at
a cost of $10.00 per person.
Notification was received from
Rosanne Wiktor and Linda Rinaldo of their intent to apply for a
New York State Liquor License for the purpose of selling beer,
wine and liquor for on premises consumption at 18 Shore Drive,
Wilson NY doing business as the Sunset Grille.
A request was received from the
Highway Superintendent for authorization to attend the annual
school for Highway Superintendents June 7 thru 9, 2004 at Ithaca
College.
Rita Miller, 64 Sunset Island
and Kathy Sullivan, 66 Sunset Island spoke during public
participation.
All being heard who wished to be
heard, Mr. Dean closed public participation.
Mr. Bradshaw announced the
Niagara County Assessors’ Association is offering a $500
scholarship to a Niagara County graduating senior who will be
attending school in New York State after graduation.
Mr. Bradshaw further announced
that he will hold a public meeting April 26, 2004 from 6 – 8 p.m.
to discuss topics related to the assessing process.
Mr. Banks reported that no
building permits were issued in February and that he is
processing sewer installation permits.
Mr. Kerwin would like to see a
fire alarm system installed in the Highway Building and has asked
Thilk Electric for a quote.
Mr. Moxham reported that he
received a copy of A T & T’s sub-lease agreement with Sprint.
The agreement calls for the Town to receive $750.00 per month
with a 3% increase each year for the term of the lease.
A Resolution was offered by Mr.
Muck, seconded by Mr. Clark and unanimously adopted, approving an
agreement between the Highway Superintendent and the Wilson Town
Board for expenditure of Town funds for general repairs in the
amount of $259,298.00. Copy attached to these minutes
A motion was made by Mr. Luff,
seconded by Mr. Hastings and unanimously carried, Mr. Muck and Mr.
Banks be authorized to attend the 2004 WNY Contractors Meeting in
Alexander NY March 25, 2004 as requested.
A motion was made by Mr. Clark,
seconded by Mr. Hastings and unanimously carried, Mr. Kerwin be
authorized to attend Highway Superintendents School June 7 – 9,
2004 in Ithaca.
A motion was made by Mr. Clark,
seconded by Mr. Muck and unanimously carried, authorizing an 8 cu.
yd. dumpster to be placed at Wilson Tuscarora State Park from
November 16th thru April 14th for the use of
Sunset Island year-round residents at no cost to the Town.
The Board considered the
Planning Board’s recommendation for amendments to the Town’s fee
schedule. A motion was made by Mr. Muck, seconded by Mr. Hastings
and unanimously carried, no changes be made to the Town’s fee
schedule.
A Resolution was offered by Mr.
Muck, seconded by Mr. Hastings and unanimously adopted, in
support for the Elimination of the Sunset Provision of the Local
Government Records Management Improvement Fund (LGRMIF) and the
Cultural Education Fund (CEF). Resolution attached to these
minutes.
A Resolution was offered by
Mr. Muck, seconded by Mr. Hastings and unanimously adopted,
Declaring the DEC’s Hazardous Waste Siting Plan Inadequate and
Unacceptable. Resolution attached to these minutes.
A Resolution was offered by Mr.
Dean, seconded by Mr. Clark and adopted rescinding the Resolution
adopted January 20, 2004 pertaining to the issuance of serial
bonds for repair work to vandalized stones at Greenwood Cemetery.
Mr. Muck abstained from voting.
Mr. Dean stated that he has a plan in place
to reimburse the B Fund the $52,000 that was used to repair
the stones at Greenwood Cemetery.
A motion was made by Mr. Muck,
seconded by Mr. Hastings and unanimously carried, a public
hearing on Local Law No. 1, 2004 to increase the senior low income
property tax exemption be set for April 19, 2004.
A motion was made by Mr. Muck,
seconded by Mr. Clark and unanimously carried, the Town not
participate in the Niagara County Refuse Disposal District’s four
(4) Countywide Household Hazardous Waste Clean Up Events.
Mr. Dean reported on the
progress of updating the Town’s Master Plan.
Mr. Clark reported on the summer
recreation program.
The next Workshop Meeting will
be held Monday, April 12, 2004.
The next Regular Meeting will be
held Monday, April 19, 2004.
A motion was made by Mr. Muck, seconded by
Mr. Luff and unanimously carried, the meeting be adjourned at 8:05
p.m.
