The regular meeting of the Town
of Wilson Town Board was held Monday, June 20, 2005 at 7:30 p.m.
in the auditorium of the Town Hall.
The following people were
present:

Mr. Hastings chaired the
meeting in Mr. Dean’s absence.
A motion was made by Mr. Clark,
seconded by Mr. Luff and unanimously carried, the minutes of the
May 16, 2005 regular meeting and the June 6, 2005 workshop meeting
be approved as submitted by the Clerk.
A Resolution was offered by Mr.
Clark, seconded by Mr. Luff and unanimously adopted, authorizing
the following transfer of funds:
$7,300 from A1355.1 Assessor
Personal Service to A1355.4 Assessor Contractual to cover
Mr. Bradshaw’s pay by voucher.
$700 from A1990.4 Contingency to
A1355.4 Assessor Contractual for services related to assessing.
$700 from A1990.4 Contingency to
A3310.4 Traffic Control for signage and posts.
A motion was made by Mr. Clark,
seconded by Mr. Luff and unanimously carried, the following bills
be approved as audited by the Board with two exceptions:

Claim #14 to Allardice and
Associates for the Sunset Island Sewer and Water Project will be
held for Mr. Moxham’s review and claim #190 to Milton Bradshaw,
will be issued when contract and final roll are signed.
Notification was received from
Sherwood Prawel, Treasurer, Wilson Yacht Club, that he is applying
for renewal of the club’s NYS liquor license for the period of
July 1, 2005 to June 30, 2006 to serve wine and beer on the
premises. The club will then be licensed to serve wine until June
30, 2006 and beer until June 30, 2007.
Notification was received from
Eileen Hassett, Treasurer, Island Yacht Club, that she is filing a
liquor license application with the NYS Liquor Authority.
A request was received from Mr.
Banks for authorization to appoint Michael Metzger, Metzger
Engineering, consulting engineer for the Town in the Rainbow
Mobile Home Expansion Project.
A request was received from the
Town of Wilson Youth Commission that the following Summer
Recreation workers and salaries be approved:

A request was received from
Justice Robert Botzer for authorization for the Justices and Court
Clerks to attend the annual Magistrates and Court Clerks
Conference September 25, 2005 thru September 28, 2005 in Niagara
Falls NY at a total cost of about $800 plus
mileage.
A request was received from the
Town Clerk and the Deputy Town Clerk that this year’s 5K race
revenues be distributed as follows: Fish Rearing Pen Project,
$1,000 and $300 each to Wilson Puppeteers, Wilson Concert Series,
Motorcycle Cruise Night, Wilson Lions Club and Watch Wilson Grow.
A thank you was received from
A. Diane Muscoreil for allowing her to attend the Records
Management Conference in Lake Placid, along with a request that a
committee be set up to formulate a disaster plan for the Town.

All being heard who wished to be
heard, Mr. Hastings closed public participation.
Mr. Banks reported 18 Building
Permits issued during May with a total estimated value of
$176,000.
A Resolution was offered by Mr.
Clark, seconded by Mr. Luff and unanimously carried, the list of
Summer Recreation workers and salaries be approved as submitted by
the Recreation Commission and paid bi-weekly.
A motion was made by Mr.
Hastings, seconded by Mr. Clark and unanimously carried, Michael
Metzger, Metzger Engineering, be appointed consulting engineer
for the Town in the Rainbow Park Expansion Project.
There was a discussion of the
Frontier Skydivers recent fundraiser for Mercy Flight. Mr. Banks
was instructed to write a violation ticket to the Skydivers for
not having a Special Permit for the fundraiser and for violating
the terms of their permit dated May 2, 2003, pertaining to noise.
A copy of the violation will be placed in their file and could
place their permit in jeopardy.
A motion was made by Mr. Luff,
seconded by Mr. Clark and unanimously carried, a Public Hearing on
Fire Company Contracts be set for Monday, July 18, 2005 at 7:30
p.m.
A motion was made by Mr. Clark,
seconded by Mr. Luff and unanimously carried, authorizing the Town
Justices and their Clerks to attend the Magistrates’ and Clerks’
Conference September 25 thru 28, 2005 as requested.
A Resolution was offered by Mr.
Clark, seconded by Mr. Hastings and unanimously adopted, approving
the Stipulation and Order of Settlement between the Wilson
Apartment Partnership and Town of Wilson, as follows:

A motion was made by Mr. Clark,
seconded by Mr. Luff and unanimously carried, this year’s 5K race
benefactors be approved as requested by the Town Clerk and the
Deputy Clerk. The $1,000 donation to the fish pen rearing project
will be paid when an actual bill for the pen is received.
Mr. Clark commended Mrs. Burrows
and Mrs. Muscoreil on the fine work they do on the race and the
large amount of money the race has raised for local groups and
organizations over the past 20 years.
The Clerk will send a letter of
appreciation to Mark VanBuren, Zehr’s by the Lake, for donating,
planting and caring for the flowers on the “Welcome to Wilson”
sign on Lake Road.
Mr. Clark spoke about the Summer
Recreation Program and reported on the CPR, AED and Child
Protection Classes being taken by this year’s recreation
employees.
A Special Meeting will be held
Monday, June 27, 2005 to review insurance quotes.
The July Workshop Meeting will
be held Tuesday, July 5, 2005.
The next Regular Meeting will be
held Monday, July 18, 2005.
A motion was made by Mr. Luff,
seconded by Mr. Clark and unanimously carried, the meeting be
adjourned at 8:25 p.m.
