A Special Meeting of the Town
of Wilson Town Board was held Wednesday, February 6, 2008 at 7:00
p.m. in the auditorium of the Town Hall with a large crowd in
attendance.
The following people were
present:
Supervisor Joseph A. Jastrzemski
Councilmen Melinda Major
Brad Clark
Thomas Thompson
James Muscoreil
Mr. Jastrzemski introduced
Carmen Presti, Vice President of Primate Sanctuary, a 501 © 3
non-profit organization. Mr. Presti has operated a primate
sanctuary in Niagara Falls under permits and licenses from the U.
S. Department of Agriculture and the NYS Department of
Environmental Conservation for 20 years. His sanctuary houses 2
chimps, 24 monkeys and 18 birds and he would like to build a
larger facility on a 30-acre parcel he has purchased at 2850
Wilson Youngstown Road in Wilson. Mr. Presti is presently
building a new home on the property.
Mr. Presti gave a power point
presentation showing what the proposed facility would be like and
spoke about his plans.
A question and answer period
followed.
Following a brief recess, at
8:00 p.m., Mr. Jastrzemski resumed the meeting in the Conference
Room.
A motion was made by Mr.
Muscoreil, seconded by Ms. Major and unanimously carried, the
Building Inspector be authorized to attend a training seminar
March 17-20, 2008 in Rochester at a cost of $700 plus mileage.
A motion was made by Mr. Clark,
seconded by Mr. Thompson and unanimously carried, the Town Clerk
and Deputy Town Clerk be authorized to attend the NYS Town Clerks
Conference in Saratoga Springs at a cost of $639.00 plus $60
registration each.
No action was taken on the
requests of Focus 1, LLC, owners of Dorwood Park, 3336 Daniels
Road and David Erway and Peter Wagner, owners of Rainbow Mobile
Park, 3256 Lockport Youngstown Road to change the zoning on their
property from RR200 to UR100.
The Board discussed the request
of Dr. Irene Elia, ITC Elderly Housing Associates, to extend the
Payment in Lieu of Taxes (PILOT) Agreement on Wilson Country
Estates,
250 Autumnview Drive. The
Supervisor will request that Dr. Elia’s attorney schedule a
meeting of Town, Village and School District officials to discuss
the matter.
The Board discussed the request
of Crown Castle to extend the agreement on the Water District cell
tower; the Mawhiney Trucking Agreement; providing an additional
Constable for District Attorney Court Night when needed and the
Sunset Island grinder pumps.
A motion was made by Mr.
Jastrzemski, seconded by Mr. Clark and unanimously carried,
authorizing a ¼ page ad in the upcoming Wilson Lions Club
Telephone Directory at a cost of $90.00.
A Resolution was offered by Mr.
Jastrzemski, seconded by Mr. Muscoreil and unanimously adopted, a
refund of $298.00 be issued to Douglas Rohring for the overpayment
of a water bill.
A Resolution was offered by Mr.
Clark, seconded by Mr. Thompson and unanimously adopted, Town of
Porter Building Inspector Roy Rogers be authorized to act on
behalf of our Building Inspector in his absence.
The Board discussed the purchase
of time clocks for the Highway Department and Town Hall.
Mr. Clark reported that the new
heater in the Justice Office is working well.
A motion was made by Mr.
Jastrzemski and seconded by Mr. Muscoreil, the Board enter
executive session to discuss personnel matters at 9:10 p.m. Roll
call vote responded as follows: Mr. Clark, yes Mr. Muscoreil,
yes Mr. Jastrzemski, yes Ms. Major, yes Mr. Thompson,
yes Motion
Carried
A motion was made by Mr.
Thompson, seconded by Mr. Muscoreil and unanimously carried, the
Board come out of executive session and resume the meeting at 9:20
p.m.
A motion was made by Ms. Major,
seconded by Mr. Thompson and unanimously carried, the meeting be
adjourned at 9:25 p.m.
