The regular meeting of the Town of Wilson Town Board was held Wednesday, August 20, 2008 at 7:00 p.m. in the auditorium of the Town Hall.

 The following people were present:

Supervisor        Joseph A. Jastrzemski

Councilmen      Brad Clark

                        James Muscoreil

                        Melinda Major

                        Thomas Thompson

Attorney           Kyle Andrews

Absent: Hwy. Superintendent Daniel Kerwin 

At this time, Mr. Jastrzemski recognized John Farmer, a recently graduated Wilson student who placed first in the National USA Skills Competition held in Kansas.  John was unable to attend because of his work schedule, however his father was present to represent him. Mr. Jastrzemski explained that this was a precision machine tool competition and commended John on his performance in this time consuming and intense national competition.   Mr. Farmer accepted a Certificate of Recognition from the Town Board on his son’s behalf. 

A motion was made by Mr. Clark, seconded by Mr. Muscoreil and unanimously carried, the minutes of the July 16, 2008 regular meeting and the August 6, 2008 workshop meeting be approved as submitted by the Clerk. 

A Resolution was offered by Mr. Jastrzemski, seconded by Mr. Clark and unanimously adopted, authorizing the transfer of  $325.00 from Sunset Island Savings to SS8110.4 to cover maintenance expenses. 

A Resolution was offered by Mr. Thompson, seconded by Mr. Muscoreil and unanimously adopted, the following bills be approved as read by the Clerk with the exception of Sunset Island #5 and #6 which will be held for further review:

 A thank you was received from Deputy Town Clerk A Diane Muscoreil for allowing her to attend the final year of the three year Certified Municipal Clerk Certification Program.

 The Town Clerk was pleased to announce that Mrs. Muscoreil received notification from the International Municipal Clerks’ Institute that she met all of the IIMC qualifications and was awarded Certified Municipal Clerk status.

 A thank you was received from Mercy Flight for the donation to this year’s Lakefest. 

A thank you was received from Niagara Community Action Program for the Town’s financial support over the past several years.

An announcement was received of a free event scheduled for September 5, 2008 at Krueger Park called “Wilson Star Search”.  Local resident Steve Smith along with fellow members of the Buffalo Astronomical Association will set up their telescopes for views of the stars, planets, galaxies and more. 

 A Harbor Street resident and a member of the Frontier Skydivers spoke during public participation.

 Mr. Andrews stated that he is working on assessment litigation  for property at 240 Autumview and 3 Shore Drive.

 Mr. Jastrzemski reported that 11 building permits were issued in July with an estimated value of $306,500.

 Mr. Clark reported on the success of this year’s Summer Recreation Program and congratulated Director Debra Diez and her crew on their fine work.  Mr. Clark stated that this year’s elementary program was held at the Wilson Historical Society grounds because of renovations being done at Thomas Marks School and he thanked the Historical Society for their help and cooperation.   

Mr. Clark congratulated Diane Muscoreil on receiving her Certified Municipal Clerk designation and reminded everyone of the Primary Election September 9, 2008. 

Ms. Major expressed her pleasure with the appearance of Greenwood Cemetery and commended John Cevaer for the fine work he is doing for the Town.

 Mr. Jastrzemski brought everyone’s attention to the “Candyland Cruiser” designed by the Recreation Program in recognition of the Village of Wilson’s Sesquicentennial.  Individually decorated schooner ships are being placed around the Village in celebration of this special occasion and will be judged during the week of September 21st

Mr. Jastrzemski congratulated Diane Muscoreil on earning Certified Municipal Award certification.  He also thanked the Wilson Historical Society for the use of their facilities for the Summer Recreation Program and requested that the Clerk send a letter of thanks to the Society.  Mr. Jastrzemski urged all to go out and enjoy Wilson Fire Co., No. 1 annual  Field Days.

 A Resolution was offered by Ms. Major, seconded by Mr. Muscoreil and unanimously adopted, authorizing a contract to be awarded to the lowest possible bidder for demolition work on property at 2973 Beebe Road. 

A Resolution was offered by Mr. Jastrzemski, seconded by Mr. Clark and unanimously adopted, in opposition to the addition of any hazardous waste land disposal capacity in the State of New York.  Copy attached to these minutes. 

A Resolution was offered by Mr. Thompson, seconded by Mr. Clark and unanimously adopted, James G. Jackson be appointed to the Niagara County Environmental Management Council. 

A Resolution was offered by Ms. Major, seconded by Mr. Thompson and unanimously adopted, Kevin King be appointed to the Assessment Board of Review to replace Michael White and to fill his unexpired term ending September 30, 2011. 

The next workshop meeting will be Wednesday, September 3, 2008 at 3:30 p.m.

The next regular meeting will be Wednesday, September 17, 2008.
