The regular Town Board Meeting was held
Wednesday, July 15, 2009 in the auditorium of the Town Hall.
The following people were present:

Kyle Andrews
At this time, Mr. Jastrzemski introduced
Sunset Bay Marina employees Derrick Kent and John Falleson and
commended them for their heroic actions when a spark set off a
boat fire at the Marina on Memorial Day.
Their families, marina owner Tom Brigham,
Wilson No. 1 Fire Chief Gary Darnell and Legislator Kyle Andrews
were also present.
Legislator Andrews read proclamations from
the County honoring the men for unselfishly risking their lives,
thus preventing what could have been major damage to the building
and nearby properties.
The Supervisor read proclamations from State
Senator George Maziarz commending the men for their quick thinking
in averting what could have been a major tragedy for our
community.
At this time, the Supervisor asked Deputy
Supervisor Brad Clark to come forward and help him present
Certificates of Recognition from the Town to both men praising
them for their immediate actions and for being true inspirations
to the community.
Fire Chief Darnell thanked the men for their
unselfish actions in preventing what could have been huge
catastrophic losses to the Town and County and to those personnel
responding.
Following a brief recess, the Supervisor
reconvened the meeting.
A motion was made by Mr. Clark, seconded by
Mr. Muscoreil and unanimously carried, the minutes of the June 17,
2009 regular meeting and the July 1, 2009 workshop meeting be
approved as submitted by the Clerk.
A Resolution was offered by Mr. Thompson,
seconded by Mr. Clark and unanimously adopted, the following
vouchers be approved as read by the Clerk:

A thank you was received from Jeanne Kerwin
for the special recognition she received from the Town at the
Lions’ Club Dinner where she was named “Citizen of the Year”.
A request was received from Highway
Superintendent Daniel Kerwin for authorization to purchase one
Wolfpac 3100 roller jointly with the Village. The purchase price
is $13,500 and each municipality would pay $6,750.00. The
maintenance and insurance would be shared by each municipality and
the title would be in both names.
A request was received from Melinda Major for
a donation to this year’s motorcycle cruise night scheduled for
August 7.
A request was received from Sheila A.
DiTullio that the Town deed the small piece of property it owns in
front of her cottage at 2317 Riverview Drive, tax map #22.33-2-26,
to her so that she can install a new septic system.
Mr. Jastrzemski opened public participation.
A Wilson resident talked about unsafe
properties at Roosevelt Beach; the Riverview Drive boat launch;
parking at Roosevelt Beach and the town park at Roosevelt Beach.
Steve Smith spoke about the success of the
last star gazing program at the Little League Park and announced
the next one is scheduled for August 8.
All being heard who wished to be heard, Mr.
Jastrzemski closed public participation.
Mr. Banks reported 16 building permits were
issued in June with an estimated value of $817,000. He has cited
62 violations with 32 resolutions.
Mr. Clark spoke about the need to do a dog
census and amend the leash law. He also talked about residents
tapping directly into our storm sewers rather that into open
ditches.
Mr. Jastrzemski talked about the Lion’s Club
dinner he attended where Jeanne Kerwin was honored as “Citizen of
the Year”. He also spoke about the beautiful flower gardens at
the rear of the Town Hall and thanked Sharon Faery for her
volunteer efforts in establishing and maintaining the flower beds.
Mr. Jastrzemski will attend a Niagara County
Planning and Development meeting Monday, July 20, 2009 on using
stimulus grant money to provide wireless internet service in rural
areas.
Mr. Jastrzemski read a Resolution granting
the Niagara County Water District control over two
interconnections of the water systems between the Towns of Cambria
and Wilson in its entirety.
A Resolution was offered by Mr. Jastrzemski,
seconded by Mr. Muscoreil and unanimously adopted, the resolution
be approved as read by the Supervisor. Copy attached to these
minutes.
A Resolution was offered by Mr. Thompson,
seconded by Mr. Muscoreil and unanimously adopted, approving a
$100 donation to this year’s Motorcycle Cruise Night.
A Resolution was offered by Mr. Jastrzemski,
seconded by Mr. Clark and unanimously adopted, authorizing the
purchase of a Wolfpac 3100 roller at a cost of $13,500. The cost
of the purchase, maintenance, insurance and title will be shared
equally between the Town and Village.
A Resolution was offered by Mr. Jastrzemski,
seconded by Mr. Muscoreil and unanimously adopted, authorizing the
transfer of the property in front of 2317 Riverview to Sheila
DiTullio at no cost to the Town.
The next workshop meeting will be Wednesday,
August 5, 2009 at 3:30 p.m. and the next regular meeting will be
Wednesday, August 19, 2009.
A motion was made by Mr. Clark, seconded by
Mr. Thompson and unanimously carried, the meeting be adjourned at
8:05 p.m.
