The regular Town of Wilson Town Board meeting was held Wednesday, October 21, 2009 at 7:00 p.m. in the auditorium of the Town Hall. 

The following people were present:

A motion was made by Mr. Clark, seconded by Mr. Muscoreil and unanimously carried, the minutes of the September 16, 2009 regular meeting, October 1, 2009 special meeting and workshop meeting and the October 13 and 15, 2009 budget workshop meetings be approved as submitted by the Clerk. 

A Resolution was offered by Mr. Muscoreil, seconded by Mr. Clark and unanimously adopted, the following bills be approved as read by the Clerk:

A thank you was received from Marge Clark, Librarian, Wilson Free Library, for the donation in memory of Kristina Moley.

 A thank you was received from Barbara Deike and Michelle Taylor, NYSDOL, for the use of the Town Hall to provide services for Pfeiffer employees. 

No one wished to speak during public participation.

 Mr. Banks reported 11 building permits issued in September with an estimated value of $128,000.  He spoke about the partially torn down garage at 2348 Washington Avenue that is creating an unsafe situation.

Mr. Banks will visit the Skydivers on Beebe Road to determine compliance with their Special Permit. 

Mr. Jastrzemski reported on his trip to Syracuse with Mr. Clark and Mr. Kerwin for a pre-construction meeting on the Riverview boat launch.

  Mr. Jastrzemski thanked the Town Board and employees for their hard work on the 2010 Budget. 

A motion was made by Mr. Jastrzemski, seconded by Mr. Clark and unanimously carried, a Public Hearing on the Town of Wilson Preliminary Budget for 2010 be set for Wednesday, November 4, 2009 at 7:00 p.m. 

A Resolution was offered by Mr. Clark, seconded by Mr. Muscoreil and unanimously adopted, the garage at 2348 Washington Avenue  be declared an unsafe building as per 54-4 of Town Code and order the Building Inspector to take whatever action necessary to correct the situation. 

A Resolution was offered by Mr. Jastrzemski, seconded by Mr. Thompson and unanimously adopted, David Schultz be appointed to the vacant seat on the Town of Wilson Planning Board, term expiring 12/31/2010. 

A motion was made by Mr. Thompson and seconded by Mr. Muscoreil, the Board enter executive session to discuss personnel matters at 7:20 p.m.  Roll call vote responded as follows:   Mr. Jastrzemski, yes     Mr. Clark, yes    Mr. Thompson, yes    Mr. Muscoreil, yes

A motion was made by Mr. Thompson, seconded by Mr. Muscoreil and unanimously carried, the Board come out of executive session and resume the meeting at 7:40 p.m.

 Mr. Jastrzemski spoke briefly about the 2010 Preliminary Budget, which will carry a tax rate of about  $3.90  per thousand of assessed value, up $.01 from this year.

 A motion was made by Mr. Clark, seconded by Mr. Muscoreil and unanimously carried, the meeting be adjourned at 7:40 p.m.
