The regular meeting of the
Town of Wilson Town Board was held Wednesday, April 21, 2010
at 7:00 p.m. in the auditorium of the Town Hall.
The following people were
present:

14th District, was also present.
Supervisor Joseph A.
Jastrzemski was absent.
Councilman Clark chaired
the meeting in the Supervisor’s absence.
Mr. Clark welcomed Mr.
Godfrey who spoke about the dangers posed to residents,
firefighters and first responders when in-home oxygen tanks
come in contact with fire and explode. Mr. Godfrey requested
that anyone knowing of homes where these units are used,
register them with the fire company so precautions can be
taken when responding to emergencies at these locations.
A motion was made by Mr.
Muscoreil, seconded by Mr. Munnikhuysen and unanimously
carried, the minutes of the March 17, 2010 regular meeting
and the April 7, 2010 special meeting and workshop meeting
be approved as submitted by the Clerk.
A Resolution was offered
by Mr. Clark, seconded by Mr. Munnikhuysen and unanimously
adopted, authorizing the transfer of $75.00 from A1990.4 to
A1410.12 for additional wages paid for union negotiations.
A Resolution was offered
by Mr. Muscoreil, seconded by Mr. Thompson and unanimously
adopted, the following bills be approved as read by the
Clerk, with the exception of B Fund #41 to Hy-tech Concrete
in the amount of $4,450.00 to be held for further
information.

It was noted that B Fund
#33 voucher to DeLorenzo Electric in the amount of $165.00
for work on the web cam at the harbor will be paid by the
Town and invoiced to Wilson Community Enhancement in care of
Walter Moxham for reimbursement.
Mr. Clark called the
Public Hearing on proposed Local Law #1, 2010, exempting
certain improvements made to one, two and three family
residences from increased taxation provided said
improvements are used for the purpose of facilitating and
accommodating the physically disabled.
Mr. Penale spoke about
the proposed Local Law and explained that home owners would
be required to submit documentation from a physician that
the improvements in the home are medically necessary for
someone residing there. Follow ups would be done to verify
continued residency. When the status changes, the property
would become taxable.
There being no one else
who wished to speak, Mr. Clark closed the Public Hearing.
A request was received
from Wilson Community Enhancement for a donation to this
year’s events.
A request was received
from the Wilson Lions Club to take an ad in its upcoming
phone directory.
A request was received
from Mercy Flight for a donation to this year’s Lakefest.
A request was received
from Sharon Faery for authorization to purchase flowers for
the back of Town Hall at a cost not to exceed $100.00.
A request was received
from Highway Superintendent Daniel Kerwin for authorization
to use Capital Reserve Funds for the purchase of a pickup
truck for the Water Department.
A request was received
from Melinda Major, Motorcycle Cruise Night Staff Member,
for a donation to this year’s event.
A request was received
from Kathy O’Keefe, Crossborder Blues, Brews and Ques
organizer, for a donation to this year’s event.
An invitation was
received from Pastor Todd Blackley, Cambria Congregational
Church, to attend a National Day of Prayer Service at his
church Thursday, May 6, 2010 at 7:00 p.m.
A Shore Drive resident
spoke during public participation about dumpster service for
the yacht clubs, the poor condition of the shoulders of the
roads on Shore Drive and the need to do mowing and clean up
of ditches in the area.
All being heard who
wished to be heard, Mr. Clark closed public participation.
Mr. Penale told the Board
he expects the Tentative Roll to be completed May 3, 2010.
Mr. Banks reported he has
five new builds pending and he is in the final phases of the
Flood Zone Mapping Project. He told the Board he also has
been doing summer fire inspections and will be working on
property maintenance.
Mr. Andrews reported that
he drafted a Local Law pertaining to dog control, has been
doing union negotiation work and was in Supreme Court where
the Town was given authority to demolish the dangerous
building on Washington Street.
Mr. Muscoreil told the
Board he has been talking with Mr. Banks about the process
for cleaning up zoning violations and he would like to
discuss this matter further at the next workshop meeting.
Mr. Clark reported the DEC
will be stocking steelheads at Route 425 and Route 18
Monday, April 26, 2010 at 1:00 p.m. and invited anyone
interested in helping to attend.
Mr. Clark also told the
Board he received the requested information from Peter Fox
about the numbers of participants and teams in the Wilson
Youth Baseball Program.
A Resolution was offered
by Mr. Muscoreil, seconded by Mr. Munnikhuysen and
unanimously adopted, authorizing the Highway Superintendent
to attend Highway School June 6 thru 9, 2010 at Ithaca at a
cost of about $750.00 as requested.
A motion was made by Mr.
Clark, seconded by Mr. Thompson and unanimously carried, the
Highway Superintendent’s request to use Capital Reserve
Funds to pay for a pickup truck for the Water Department be
honored.
A Resolution was offered
by Mr. Thompson, seconded by Mr. Munnikhuysen and
unanimously adopted, authorizing the use of Capital Reserve
Funds to purchase a pickup truck for the Water Department.

A motion was made by Mr.
Clark, seconded by Mr. Munnikhuysen and unanimously carried,
authorizing an ad in the upcoming Lions Club telephone book
at a cost of $90.00.
A Resolution was offered
by Mr. Muscoreil, seconded by Mr. Thompson and unanimously
adopted, a Public Hearing on proposed Local Law #2, 2010
defining the duties and responsibilities of dog owners and
updating the fee schedule for licensing dogs within the Town
of Wilson be set for Wednesday, May 19, 2010 at 7:00 p.m.
A Resolution was offered
by Mr. Clark, seconded by Mr. Munnikhuysen and unanimously
adopted, establishing standard workdays for Supervisor
Joseph A. Jastrzemski, Town Clerk Wanda E. Burrows, Tax
Collector Julia Godfrey, Highway Superintendent Daniel
Kerwin and Constable Dennis Meier for reporting to the New
York State and Local Employees’ Retirement System. Copy of
Resolution attached to these minutes.

by Mr. Muscoreil, seconded by Mr. Thompson and unanimously
carried, Sharon Faery be authorized to purchase flowers for
the back of the Town Hall at a cost not to exceed $100.00.
A Resolution was offered
by Mr. Muscoreil, seconded by Mr. Munnikhuysen and
unanimously adopted, authorizing a $100.00 donation to
Wilson Community Enhancement Charity for the 5K race and a
$100.00 donation to this year’s Harbor Hoops.
A Resolution was offered
by Mr. Clark, seconded by Mr. Munnikhuysen and unanimously
adopted, authorizing a $175.00 donation to this year’s
Lakefest.
A Resolution was offered
by Mr. Muscoreil, seconded by Mr. Thompson and unanimously
adopted, authorizing a $100.00 donation to this year’s
Motorcycle Cruise Night.
A Resolution was offered
by Mr. Muscoreil, seconded by Mr. Thompson and unanimously
adopted, a $100.00 donation be authorized to Blues, Brews
and Ques if the event is not cancelled.
The next workshop meeting
will be Wednesday, May 5, 2010 at 7:00 p.m.
The next regular meeting
will be Wednesday, May 19, 2010 at 7:00 p.m.
A motion was made by Mr.
Thompson, seconded by Mr. Muscoreil and unanimously carried,
the meeting be adjourned at 7:45 p.m.
