The regular meeting of the
Town of Wilson Town Board was held Wednesday, June 16, 2010
at 7:00 p.m. in the auditorium of the Town Hall.
The following people were
present:

A motion was made by Mr.
Muscoreil, seconded by Mr. Clark and unanimously carried,
the minutes of the May 19, 2010 regular meeting and the June
2, 2010 workshop meeting be approved as submitted by the
Clerk.

A request was received
from Steven LaRock, Board Member of the Andrea Hope LaRock
Foundation, for a donation to this year’s fundraiser to be
held July 17, 2010.
Notification was received
from Smelly II LLC, through its President Michelle N. Elia,
of its intention to submit an alteration application for an
on premise liquor license with the NYS Liquor Authority for
property located at 3 O’Connell Island, currently known as
Sunset Bar and Grill. The application requested a waiver to
the 30-day waiting period.
A resignation was
received from Desiree Carlisle, substitute Justice Clerk,
effective June 1, 2010.
A Certificate of
Appreciation was received from the US Census Bureau for the
professionalism, patience and generosity of the Town Clerk
and her staff during the 2010 census effort in the Town of
Wilson.
A request was received
from Hon. William L. Ross, Chairman of the Niagara County
Legislature, for support of the County’s efforts to have
Civil War Medal of Honor recipient Michael Huskey’s medal
sent home to be displayed proudly in the Court House
rotunda.
Mr. Jastrzemski opened
public participation.
Steve Smith spoke about
the July 10 star search to be held at the Little League
Park.
Legislator David Godfrey,
14th Legislative District, urged the Board to
support the effort to bring Michael Huskey’s Medal of Honor
home to Niagara County. He further told the Board that
continuation of construction work on Beebe Road, north of
Shadigee, is scheduled to begin in the spring of 2011.
All being heard who wished
to be heard, Mr. Jastrzemski closed public
participation.
Mr. Banks reported 9
building permits were issued in May with an estimated value
of $604,000. He told the Board he has issued 20 property
maintenance violations for uncut grass with some being mowed
by the Town.
Mr. Andrews told the Board
he has been working on Special Permits and Variances and the
drawing up of Local Law No. 3, 2010 for flood damage
prevention as authorized by the NYS Constitution and
Environmental Conservation Law. He further told the Board
the mortgage tax check from the County should be coming
soon.
Mr. Clark spoke about the
zoning violation on the Guili property. He told the Board
the spring dredging of the mouth of 12-Mile Creek is
finished, and the Riverview Boat Launch is finished except
for some blacktop and signage. He reported he has ordered
the scene light for the corner of Park Avenue and Dean
Johnson Drive and estimates the cost will be about $165 per
year. He thanked Deputy Town Clerk Diane Muscoreil for the
difficult work she has done to bring our Summer Recreation
Program into compliance with Niagara County Health
Department requirements.
Mr. Clark asked Mr.
Andrews to look into the costs of transferring ownership of
some areas of Coolidge Avenue to adjoining property owners.
Mr. Muscoreil told the
Board he had the pleasure of escorting retired Colonel Jerry
Cunningham, Huntsville, Alabama, on a tour of Wilson,
Niagara Falls and the surrounding area, in preparation of
his Airborne unit’s reunion in Niagara Falls in October.
Colonel Cunningham was very impressed with the display in
the auditorium honoring our military.
Mr. Munnikuhysen spoke
about the excellent soccer program we have in Wilson.
Mr. Jastrzemski expressed
his appreciation for Senator Maziarz help in getting Wilson
Tuscarora State Park open for the summer. He further
complimented the Town Clerk andher staff on the good work
they are doing on the 2010 census. Mr. Jastrzmeski thanked
Julie Godfrey for her excellent work collecting this year’s
taxes.
A motion was made by Mr.
Jastrzemski, seconded by Mr. Clark and unanimously carried,
the resignation of Desiree Carlisle, substitute Justice
Clerk, be accepted with regret effective May 27, 2010.
A Resolution was offered
by Mr. Jastrzemski, seconded by Mr. Muscoreil and
unanimously adopted, Marilyn Dinse be appointed substitute
Justice Clerk at a rate of $9.23 per hour and paid
bi-weekly.
Resolution was
offered by Mr. Clark, seconded by Mr. Thompson and
unanimously adopted, the 30-day waiting period be waived for
the alteration to an existing on-premises liquor license for
the Sunset Bar and Grill pertaining to an outdoor bar.
A Resolution was offered
by Mr. Munnikuhysen, seconded by Mr. Muscoreil and
unanimously adopted, in support of bringing Civil War Hero
Michael Husky’s Medal of Honor home to Niagara County. Copy
attached to these minutes.
A Resolution was offered
by Mr. Jastrzemski, seconded by Mr. Munnikuhysen and
unanimously adopted, a donation of $175.00 be made to this
year’s Andrea Hope LaRock Foundation Fundraiser.
A Resolution was offered
by Mr. Clark, seconded by Mr. Muscoreil and unanimously
adopted, approving our summer recreation workers, salaries
and times payable as read by Mr. Jastrzemski. Copy attached
to these minutes. Mr. Clark noted that Wilson is one of
only two towns in the County that are in compliance with
Niagara County Health Department requirements.
A Resolution was offered
by Mr. Munnikuhysen, seconded by Mr. Muscoreil and
unanimously adopted, approving a ½ page ad in this year’s
soccer tournament booklet at a cost of $75.00.
A Resolution was offered
by Mr. Jastrzemski, seconded by Mr. Muscoreil and
unanimously adopted, a Public Hearing on Local Law #3, 2010
for flood plain prevention as authorized by the New York
State Constitution, Article 9, Section 2 and Environmental
Law Article 36 be set for Wednesday, July 21, 2010 at 7:00
p.m.
The next workshop meeting
will be held Wednesday, July 7, 2010 at 3:30 p.m. and the
next regular meeting will be held Wednesday July 21, 2010 at
7:00 p.m.
